Introduction
There is increasing emphasis on the benefit to communities and to economic development of social enterprises proving work for people returning to the labour market and for others for whom this is not an option.
Social enterprises with their social purpose can be sustainable and also provide employment opportunities; the public sector can be an important source of contracts, but neither the sector or social enterprises quite know how to maximise the potential. The BEST Procurement programme is a pilot to evaluate how this can be achieved.

SEEM
The Institute has been selected by Social Enterprise East Midlands (SEEM) as one of its partners in delivering the BEST Procurement Initiative, which brings the social enterprise and public sectors together to jointly deliver public services.
The Social Enterprise Partnership includes a public sector group seeking to provide opportunities and a social enterprise development group seeking to support organisations in meeting these opportunities.
The Director is chair the Social Enterprise Development Group, where 14 Interventions are proposed, ranging from new business ideas to culture change, to sales brokering to contract finding, to replication to contracting know how, to collaborative frameworks.

ISDB's involvement
The Institute is delivering two Interventions.
- Contract Finder provides a weekly electronic newsletter advising social enterprises and groups in the community and voluntary sector of public sector contract opportunities.
- Contracting Know How is a training programme to help staff within social enterprises gain the skills needed to secure and deliver public sector services. It is an accredited training programme through the Open College Network.
